The EU needs a new coal plan

With its ETS at a record low, the EU's market-based approach to limit coal emissions through CCS has failed. It's time for 'emissions performance standards' that take unabated coal plants out of the equation.

The European Union will have to introduce mandatory standards to limit power plant emissions, given a failure to introduce carbon capture and storage technology plus rising coal consumption and the construction of new coal power plants.
